So this has moved from a 'weird, you're the only one with the problem' thing to a 'it's happening to me too' kind of thing.Windows 10 task bar will randomly appear when a user is running a full screen program.We use RDP to get to a terminal server where our production apps are running, and users will run it full screen. I see this all the time at home with Netflix and other apps. Somehow Windows 10 GUI often seems to put itself in-front of whatever fullscreen app is open. I usually just get frustrated and re-open the stream or program.Only thing I can think of is making the program 'always on top' like back in the win 3.1 days.

Unfortunate thing is that the only way I can find to do this is to install a third party application (come on Microsoft this seems like it should be a basic feature) and use that. If you google 'always on top' windows 10, you will get a bunch of applications that will do it. The only thing is I have never tested any so I do not want to recommend one.
Sometime back while I was out of the office, my system crashed with a blue screen message about a hard drive failure. Fortunately, I was able to restart and save any essential files that weren't already backed up. When I got back to the office I ran SpinRite on the hard drive, it didn't find any problems, and I have yet to have another crash.But recently I launched a program which I had running during the crash. The program appeared in the task bar but nothing happened. When I clicked on the task bar icon it expanded to show a program instance, but nothing happened. When I right clicked on the task bar icon, it expanded to show the program, 'Pin the program to the taskbar' and 'Close Window.' I clicked on the program and got an error saying the program could not access a needed file and the program was terminating.
I tried several times to get the program to run and each time I couldn't see the program and eventually getting the same error. I tried several fixes such as renaming the offending file, deleting the file, etc., but nothing worked. Finally I restored to a virtual machine where I was able to run the application and finish my work.Back in the office, I asked a coworker for some help to get a fresh pair of eyes on the problem.
I showed him what was happening and I was able to reproduced the error. He sat for a moment and then said, 'I wonder if it is running off the screen.' He right clicked on the task bar icon looking for the 'Move' option and it wasn't there. (In Windows7, you have to let the task bar item expand and them right click on the instance you desire in order to see the familiar options of 'Restore, Move, Size, Minimize, Maximize and Close.' ) moreOnce he selected 'Move' he was able to move the application window (using the arrow keys) back onto the screen so it could be viewed.I then realized I was getting the access error, because when I right clicked on the task bar and then left clicked on the program, it was attempting to launch a second instance of the program. It couldn't do it because the program was already running and had locked the needed files.'
Moving' windows back on the screen is often required when you work with multiple monitors and then switch to work on only one monitor. In this Gotcha, I hadn't been working on multiple monitors, but the crash must have mixed up the window location.
'Move' fixed the problem. If you can see an application icon on the task bar, but not on the screen, assume it is running and you need to 'Move' it onto the screen.
While running full screen games, videos, etc, the taskbar at the bottom of the screen remains visible. This issue has occurred ever since I got my new computer, which came with a clean version of Windows 10. I have not experienced this issue with previous computers. I'm wondering if there's something that was toggled by default I need to fix?In other threads with similar questions, the answer has been to select the option 'Auto-hide the task bar in desktop mode.' This is NOT the fix I am looking for, as that only shrinks the taskbar, and lets you recall it by scrolling to the bottom of the screen.
There should be a way to make the task bar disappear completely until you exit full screen mode.In a small number of fullscreen applications (I've only encountered 1 with this specific issue so far) the task bar is invisible but still there, and clicking where the task bar is allows you to select things on it (for example, clicking in the bottom right corner of the screen while in a full screen game exits the game and pulls up the calendar/clock from task bar.) I have had this problem for months and it is NOT a simple permissions issue! As someone has shown earlier, there is no existing permission set for Netflix on my computer ( ). I have tried uninstalling and reinstalling everything that could possibly be related. Netflix will not ask to stay fullscreen on Chrome, IE, or Firefox. Every other website with a Silverlight player WILL ask to stay fullscreen. It is something on Netflix's end, that's the only possibility I can think of. Conveniently, Netflix has no way to report this issue to them.Kind of a workaround I have recently figured out, is to F11 fullscreen the browser and CTRL+minus to zoom way out of the page so the Netflix controls become tiny while the video takes up the gained space.
